Custom font

Is it possible to change the global font for a blog to a custom font on a free plan, or is a paid plan needed to do this? Same with font colours?

Hello!
On WordPress.com, you won’t encounter that kind of barrier to theme features. If a theme is available on the free plan, there is not another version with more features available to sites on paid plans.
There are themes available on the free plan that allow you to choose from a set of font options. With font styles, the easy way to this is to use one of the newer block-based themes that provide a Global Styles control.
At the level of the Premium plan and above, there is a larger selection of fonts available.
With font colors, the Premium plan and above supports custom CSS, with custom CSS being a way of changing font colors.
