Is this the blog you are talking about http://dcconcernproviders.wordpress.com/ ?
If you have pasted the entire CSS file into the edit window, you have broken the relative URL links.
What you will have to do is to get the absolute URL of the header image from your media library and then put that URL into the proper location in the CSS.
When working with CSS here, you really never want to paste the entire CSS into the edit window. You want to add only the specific things you are changing. That way you do not break any of the relative URL’s.

Thank you, but did I do something wrong. I have changed the header to fit the 609 x 115 standard. The header is showing the old header I made, so i believe that link is not working

@inlanddrift, sorry, you are in the wrong forum and need to head over to http://wordpress.ORG/support/ as that is where self-hosted wordpress blogs using the software from wordpress.ORG are supported.
These forums are for those hosted here on the wordpress.COM free hosting service and things here work differently and our answers typically will not work for you.
If you do not know the difference, see this support document for the differences: http://support.wordpress.com/com-vs-org/ .
