Custom Header on a Posts Page

I have a Q&A page of posts on my site where I address reader comments and questions. It’s at:

I’ve looked around the docs and forums for instructions on how I can add a custom header just above the first post, but cannot find anything. I’m sure it’s probably simple and I’ll just shake my head when I find out, but if there’s any help out there in Forumland, I’d appreciate it.
I want to add some descriptive text there above the first post, along with a link to a form to allow readers to email me their questions and comments. How would I go about doing this?
I’m looking to add something like the following:
The Hall of Fame or Shame
Some people ask questions. Others heap heady praise or deliciously wicked scorn, deservedly or not. This page is dedicated to some of the questions and comments I have received over time that I find particularly useful and/or rather amusing. So ask away.
Click on the “Contact Me” menu item at the top of the page for a fill-in web form. Or you can click on [this email link] and use your own email program. I will keep your anonymity intact if you so desire.
You can also reply to any post by clicking on the “Leave a comment” link at the top of each post.
