You will need to hire a web host http://wordpress.org/hosting/ and set you your own WordPress.org software install to use that or any other plugin.
There is no FTP access and no plugin capability on free hosted WordPress.com blogs.

Well this is rubbish!
Wordpress should seriously re-consider this!
This is a fantastic plugin but I do not wish to pay just for this when I have everything set up with my current site.
If this is what WordPress thinks of their non-VIP members, then they are very biased and are just out there to make money.

Perhaps your have a reading comprehension problem.
There is no upgrade you can purchase that changes anything at all stated here http://support.wordpress.com/com-vs-org/ FTP access, and plugins are available only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.
Clearly your blog does not appear to be in the same league as VIP hosted blogs. Hence assuming you applied it would be unlikely that it would not be accepted into that costly program for classy blogs, so how about bopping over to blogspot.com?

Free is free. As tt mentioned, there is no upgrade you can purchase on WordPress.com which will give you access to plug-ins, unless you wish to move to Enterprise or VIP hosting.
If not having access to this plugin is a deal-breaker for you, you can export your content at any time and import it to a self-hosted WordPress install. There you will have complete control and responsibility over your site.
Regardless, if you need to have announcements available for Admins and Editors of your WordPress.com site, you can do so by publishing a “Private” Post or Page that only they will see. See here: http://en.support.wordpress.com/posts/post-visibility/

You can create sticky posts for announcements as a a workaround.

Perhaps, but those are our limitations.
Give my above suggestion a try and see how it works for you.

You’re talking to two forum volunteers here. And soon only one (or none) as it is nearly my time to log off for the day from this end of the world.
My suggestion above puts the private post/page for Admins and Editors on your site.
The additional P2 suggestion that timethief made above is also a good one even if it may not suit your circumstances.
