Custom Image Header is not consistent

I have uploaded my own image to use as a header for my page. The problem is that sometimes it will show the correct image (my face black and white), sometimes it will show one of my previous images (my face in color), and sometimes it will just be a blank blue area. However, when I go to my design settings and click “custom image header” it always shows the correct image of my face in black and white.
I want the page to always load my black and white photo. Anybody have an idea as to what the problem might be?
My page is joechacon.wordpress.com and the design I am using is Ocean Mist.
Any help would be appreciated.

I just went to your site now, and the header didn’t show up at all (Gray Rectangle).
Try changing your File Name and Re -Upload it. This might work, as if you have 2 files with the same name on the WordPress Servers, it might get confused and use one of the two, or just none at all.
