Custom menues and headers

  Hello!
  I am looking to create something specific within my blog. Is there a way to create a custom menu with images? My company is expanding their blog to include new categories, so I think a custom menu would be perfect for us to use because we could link each category to its own posts page. However, we would like each menu item to be represented by an image, similar to how this company has their front page set up: http://www.foss.us/

  If anyone has an idea of how this can be done, I could really use the help! I am new to this company and ultimately new to WordPress.com. If there is a way to do what I described above, I also will appreciate any guidance as to which themes would be best suited for my needs. Again, any assistance would be so helpful!
