Custom page template assigned but not applied.

    I have built a number of custom themes before but this one is behaving strangely and I don’t know where I messed up. Essentially no matter what page template I assign it applies the home page template. Even if the home page template isn’t a default template like index.php. In the wordpress control panel it shows that it is in fact assigned to the custom but when loaded it applies the home page template. Is this an issue someone else has faced?
