There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

http://support.wordpress.com/com-vs-org/There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes on blogs hosted by WordPress.COM like yours.
If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.

I have plenty of wordpress.org installed blogs with my hosting provider, but sadly couldn’t get a clear answer on if I could install my own. You’d think this page:would simply say: No, you can’t install other plugins not on this list. Instead of implying it by not saying anything.

I can read what you posted and the links as well.
I’m VERY familiar with the differences between wordpress.com and wordpress.org
Just couldn’t get a clear answer about installing my own plugin here at wordpress.com since this page:

Doesn’t simply state custom plugins can’t be installed.
I do see it saysAs a result, WordPress.com users won’t find a Plugins tab in the Dashboard
Which is a strong indications, but still not a final answer. Your post does clarify.
