Custom Side bar Widgets

  Is it possible to add custom widgets that sit outside the blog on the background like the ones here http://www.rosie.com
  I mostly want them to open pages within my website or pop up form fields.
  Is this a custom CSS thing?

  Forms are not allowed at WordPress.com except the Contact Form. But you can do all kinds of customization with text widgets: they’re blank.
  The site linked to your name doesn’t appear to be a WordPress.com blog (and it gives me a security warning): do you have a blog here? If you’re using WordPress software in an independent site, you need to be asking at WordPress.org, as the answers are different.
