  I’ve paid for the upgrade, but didn’t realize I wouldn’t be able to use custom themes. I have a very specific theme that I need to use for fundraising and there is nothing in the showcase I can substitute. Question 1) How much more if I go to a premium upgrade that allows this and can I transfer the money paid toward that? 2) if that is cost prohibitive or not possible I will need a refund and go elsewhere to host.

  Themes can’t be uploaded to WordPress.com. That’s a feature of self-hosted blogs through WordPress.org.
