  Hello just downloaded a custom template from a site to use on wordpress but the tutorial states that I must use the add new template button in order to upload the new design but that button doesn’t seem to exist ?

  You can’t upload custom themes (templates) on WordPress.com due to technical issues (security, stability, etc.).
  You can choose from over 380 themes available.
