You don’t. We cannot uplaod thrud party themes into free hosted WordPress.com blogs. The only themes we can use are those found here > Appearance > Themes
There is no FTP access to free hosted WordPress.COM blogs and we cannot install individual plugins or third party themes into them. Those found on the internet are for WordPress.ORG installs which run on different software.

If i cancel the domain/blog will the fee be refunded in such a case do you know? I will probably in that case go with a WP hosting provider who allows ftp.

If you bought a domain here, don’t cancel it as it will be about 60 days before the domain would be released back into the pool and you could reregister that domain name with someone else. You can point the domain name here at any web host by editing the nameservers.
All upgrades here, with the exception of domain names have a 30 day refund period, so as long as it has been less than 30 days, you can get a refund on non-domain name upgrades.

Understood. However i have following issue.
Background
I have created a blog http://www.bigdatatimes.wordpress.com and then while purchasing this with $99 option i was given a free domain name to associate with it so purchased the domain http://www.bigdatatimes.comLater i realized that wordpress.com does not support installing custom themes and hence was redirected to host the site externally. I did that and changed the Nameserviers accordingly.
However when i try to login to WP installed on my hosting proivder space (www.bigdatatimes.com/wp-admin) it redirects me to http://www.bigdatatimes.wordpress.com/wp-admin
Is that the problem why i am not able to see custom theme even if it is uploaded via ftp? How to remain on http://www.bigdatatimes.com/wp-admin

The domain name, http://bigdatatimes.com/ , is still pointing at your site here at wordpress.com. You have to first off in the domain management set the wordpress.com URL back to the primary. Then you have to edit the nameservers and point them at the new web host. The web host should have given you that information. It will take 24-72 hours for the propagation of the nameserver change to make its way around the internet although it is generally less than 24 hours. How soon you will see that change is entirely dependent on how often your ISP updates their nameserver caches. Some do it very frequently, but some only every day or two or more.
See #3 here on setting the primary domain: http://en.support.wordpress.com/domain-mapping/map-existing-domain/
