Custom themes – I'm a total noob

Hey. I’m wondering about uploading custom themes. I want to buy a theme from theme forest, and build my site through wordpress using that theme. How do I upload the theme from theme forest to wordpress and then link it with a domain on GoDaddy that I already own. Is there a way to do that?
What do I have to upgrade to on WordPress in terms of account. Can a Personal do the trick?
Do I also need to buy additional hosting?
Will I need to buy wordpress hosting as well as a wordpress personal/premium account AND some how link it all together?
Does it make sense for me to do it that way all through word press or should I just try and build it in like Dreamweaver and upload it to a random hosting service I purchase?
I’m just trying to create a custom landing page for a mobile application and I need a place to host and upload my created site with the opportunity to curate e-mail addresses for this.
I really have no Idea what I’m doing and when I read different posts about it, I’m just not sure where I need to buy hosting, accounts, themes. I’m a complete noob and also a total mess when it comes to this stuff so any help is greatly appreciated.
I really need an ELI5 version of this stuff so I can create what I need to.

There is no FTP access to any wordpress.com sites. The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.See:

However, if you are reading anything that makes you think that we bloggers can install plugins, advertising, custom themes or third party themes on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
