Do I need a custom design upgrade?

Hi,
I’d like to build a website that uses a static page as the main page, rather than a blog format. i’d like to be able to make some modifications, such as getting rid of the side menu and resizing the main column, and be able to modify the formatting of the main page and probably link to some other static pages. I’ve only ever worked with blog format before so I’m not sure how to go about this. Is this possible with a WordPress blog? If not, is it possible with the Custom Design upgrade?

You can setup a static front page on any WordPress.com blog:
