Customer Checkout Without Paying Online?

  Can I use the website builder (wordpress.com/website-builder) and have my customers add whatever items from website they want to cart and have them check out without-paying and add all their contact info (name, address, phone etc) and I receive order email confirmation (all orders are COD – cash on delivery?

  I don’t have a site with WordPress.com yet
