  how can I talk with a real person with question about what application works best for my needs?

  Hi @mhaley1975,

  WordPress does not currently offer phone support, because many of the issues require frequent reference to web links and code. That is much easier to do using written forms of communication like live chat and email.

  If you have a WordPress.com plan, you will have access to priority Live Chat support at no extra cost. If you’re not a customer yet, you can find out more about available plans for your site here.

  I have an account but am not a paying customer yet.
  Here is my question. I have a domain through Register.com and I am looking to get a one page website that I can have them point to. I am wondering what plan would be best for me?
  I don’t need an email or domain name. I just need the hosted page. Is this something I can do with the free account?

  FYI
  Just got a call from someone claiming to be with WordPress technical support
  the number was 1-929-999-1863.

  Seemed odd that they can call but customer service can’t.

  Not sure where you got that call from.

  Does WordPress.com have a support phone number?
  The answer is yes — and no.
  https://wordpress.com/go/wordpresscom/contact-wordpress-com-support/

  Yes, you can have your one page hosted with WordPress.com using Free Plan subscription.

  However, if you need your domain which is currently registered with another domain registrar mapped to your WordPress site, you need to be subscribed to the WordPress.com Personal Plan.

  Seemed odd that they can call but customer service can’t.

  That number you are referencing is from a scammer – I would advise being careful with handling them.

  As @mrsnlchauhan mentions, official WordPress support does not provide phone support because many of the issues we discuss require frequent reference to web links and code.
