If you are under the paid plans of WordPress.com you can contact support via Email or live chat support. The personal plan includes only email support, if you are on the higher plans then you can access support via both email and live chat.
If you are under free plan then you can ask your issue here in the public forum where volunteers and staff will help you out to solve that issue.
