Customise not displaying changes

When I use the ‘pick your own colour’ function in the colour menu in customise my changes are not applied, instead the thing forces me to use a ‘smart theme’ I want to pick a specific set of colours. Not some other colours the software thinks will look nice. Usually the circle have the colours I select but they are not reflected in the blog even after multiple refresh attempts. How do I stop this from happening? I just want to chose my own blog colours.

I have tried this again in a different theme but the problem continues. I have selected new colours for links and headers in the colors menu of the customise bar and hit save. The colour shows in the colour bubbles but not my blog.
