2)I am totally setting up new…I just wanted to know i have the control on these if buy a domain from google if the website is from WordPress.
3) Apart from this, I wanted to understand something with regards to plugins, I see that I can install plugins only if I have a business plan, However what if in case I dont take your business plan and opt for other company to get my domain?

It sounds like you need to be setting up a site hosted elsewhere using the WordPress.org software rather than here at WordPress.com. A Business plan would be required here to use plugins. Perhaps you could find a cheaper plan with someone else using the WordPress.org software. Then you could use plugins, Adsense etc but you’d be responsible yourself for the maintenance/security of your site unlike the managed environment of WordPress.com. Read this carefully:

Sure, you can purchase a domain from Google, and if you want to use that domain with WordPress.com, you’ll need to mapping domain. For that, you need an upgraded WordPress.com plan on your site (such as a Personal, Premium or Business plan, etc.)

Yes, you are in control, you can get WordPress.com plan without a custom domain using domain mapping.

Yes, that is correct, when you are on Business plan, you can install Plugins.
If you change your mind about the plan within 30 days, you can request a refund
Your account will be downgraded automatically.and opt for other company to get my domain?
If you purchased the domain on Google domain, you could change the DNS address or transfer on Google, not on WordPress.com
You could always use the self-hosted software as @themagicrobot explain :)
