My customization menus don’t look like the ones in your tutorial videos. I feel like I don’t have as many options as they do in the video either. Is there a difference in availability through different plans?

To which video are you referring? The only official WordPress.com tutorial videos are the ones found at https://en.support.wordpress.com/video-tutorials/, and anything else you may have found on Youtube is likely for the open source WordPress software found on WordPress.org.
What exactly are you trying to change on your site? Then we can tell you how that works on WordPress.com.

I’m trying to customize our website more freely and I’ve guessed that I have to obtain a better plan for the advanced customization options.
I start with one of the free themes but i’m not really able to move anything around, everything is just static and I can just replace whats already there. I can change the text but the only thing I can change is the font.
What I’m looking to do is freely manipulate the size of my text, images, headers and links.

Alright I’ve been working through the Customizer under the Design Tab when working with themes. But Pages under the Site tab brought me to the same location as the link you provided.
I’ll test this area out and I’ll be sure to come to the forums for any questions. Thanks for getting back so fast!
