hello, my web designer bought the wordpress platform and made a new blog for me. Can they upload the site with my own codes if I buy back the premium package with customization’

I’m sorry but you can’t install a third party theme on a free hosted WordPress.com blog. We do not have FTP access to free hosted WordPress.com blogs and we not able to upload third party themes.

http://en.support.wordpress.com/themes/adding-new-themes/The only themes you can use on a free hosted WordPress.com blog are those found here > Appearance > Themes and showcased here > http://wordpress.com/themes/ We cannot access and edit any templates underlying our themes. Only Staff can edit as every blog wearing the same theme is using the same template.
Unless you are prepared to pay for a VIP account, http://vip.wordpress.com/our-services/ there is no upgrade you can purchase that changes this at WordPress.COM.

If you have CSS editing experience the upgrade will allow you to stylize the appearance of themes you find here > Appearance > Themes, but will not allow you to change the functionality, by editing the underlying template. It does not allow you to remove footer links to the theme designer or to WordPress.com.
