  I’m thinking about upgrading my package. If I do, can make my own template for my site and put it on wordpress

  Regarding your question,

  When you say ‘template‘ are you referring to a ‘theme‘?
  Or are you looking to customize an existing theme to your specifications?

  A Premium or Business Plan will allow you perform some custom CSS edits, but not to core theme files or HTML pages.

  There are a limited number of free and Premium themes available for use on WordPress.com sites that can be found here:
  https://wordpress.com/themes/

  But uploading your own theme is not an available feature on WordPress.com
