  Why can’t I customize?

  It’s taking an absurd amount of time to load the design tools.

  Make sure that you have third-party cookies enabled: http://en.support.wordpress.com/third-party-cookies/

  I do not use the theme customizer. All of the very same functions can be accessed from your dashboard.
  Appearance > Header
  Appearance > Background
  Appearance > Theme Options (applicable only to some themes)
  Settings > Reading (set a static front page)
  Site Title and Tagline > Settings > General

  Yes they are enabled, but it’s good to know there are other options. Still frustrating to not be able to use it :/

  Sometimes, the source of a problem like this is that there is no published content on the blog. If that was the case for your blog, then this help page will explain how to fix it:
  http://en.support.wordpress.com/not-found/

  Also, if you want to save changes that are part of the paid Custom Design upgrade, you should make sure you are not in the preview mode for that upgrade by going to Appearance → Themes → Customize → Colors and clicking the “exit the preview” link in yellow at the top of the panel on the right.
