Customize and sell wordpress sites

Can I use my own wordpress login to customize wordpress themes for customers, so that all customers are under my account or do I need to use the customer’s login? And do I need premium account to upload themes? There is no ‘add new’ button on my wordpress. Does this have anything with which subscription I have?

The site owner is the person who registered the site on WordPressdotcom, so if you register your customers’ sites using your account, you own those sites. You can later transfer them to the customer’s WordPressdotcom account, but you should make sure to transfer any upgrades as well. https://en.support.wordpress.com/transferring-a-site-to-another-wordpress-com-account/
No Plan here on WordPressdotcom will allow you to upload a 3rd party theme. https://en.support.wordpress.com/themes/ Sites hosted here can use any of the 350+ free and paid themes found in the Theme Showcase. https://wordpress.com/themes/
