customize css only after buy upgrade ?

I am making a blog on wp and I would like to transform it in an website (so buy the domain and also whois protection) if I would be pleased with how it looks like. I choosed sandbox theme. I don’t have edit or editor to appearance so I can’t customize it from there and at custom css it can only be saved stylesheet after buying the upgrade.
Please tell me if:1.So, I could customize my blog or website with css (menus, columns etc.) only after buying the upgrade ?
2.After buying the domain name and whois protection will I have page.php at theme so, edit or editor on appearance?

3. Is there other theme where I could have page.php or edit, editor at my blog or which could allow me to customize the css without upgrade ? At least for a while to know how my website could look like ?

No there is not. We cannot edit themes and templates on free hosted WordPress.com blogs at all. CSS editing can only be used to change appearance of a theme. It cannot be used to change functionality. Purchase of a custom design upgrade which is annually renewable is required for CSS editing. You can use “preview” mode to try before you buy.

The domain mapping upgrade provides exactly what it states and nothing more. You get a domain name and domain mapping and that is all. The domain mapping upgrade has nothing whatsoever to do with editing CSS. Custom design is a spearate upgrade.

You cannot customize the appearance of your theme without purchasing the annuall rebewable custom design upgrade. The only themes we can use are those found here > Appearance > Themes
This is a multiuser blogging platform. All blogs wearing the same theme are using the same underlying template and we cannot access the underlying files and edit templates or themes.There are two free themes, Sandbox and Toolbox designed to allow maximum flexibility for CSS editing and creating new “skins”. Toolbox is more modern and includes a lot of support for CSS3 and HTML5, so it is really only limited by your skills and knowledge.
If you have CSS editing experience the upgrade will allow you to stylize the appearance of themes you find here > Appearance > Themes, but will not allow you to change the functionality, by editing the underlying template. It does not allow you to remove footer links to the theme designer or to WordPress.com. Also note that CSS is theme specific, so you cannot use the CSS stylesheets from other themes with the themes at WordPress.COM.
