customize the "button" block from the css

Hello,
I am trying little by little to get used to the administration in blocks …
Among these blocks there is “button” which I find very useful, but it is always blue by default. I saw that we can change the colors manually. But I would like to do it from the css so that all the buttons on the site change at the same time if I want to change the colors.
I partially figured out how to do it. See the “Contactez-nous” button instead of this page: https://sottevilleaufildutemps.fr/a-propos/
But when you pass the mouse, the background becomes light blue. I would like to change this color but I can’t.
Also, I would also like to put a solid outline around the button but I can’t find it either.
Could you help me write these css lines?

Hi Laurent, have you tried adding the same CSS, but adding :hover to the end of the selector?
So instead of
.wp-block-button .wp-block-button__link {use
