Customize Theme Doesn't Update or Save

I’m having trouble with the customize theme not saving. It is a new install of WP 4.7 and the default theme, no add-ons installed yet.
If I try to edit the address (customizing>widgets>footer 1: find us) there is a never ending spinning wheel at the bottom of the content box and the preview does not update.
Clicking ‘save & publish’ does not change to ‘saved’ and exiting the page gives a warning that changes have not been saved.
This instance of WP was installed via Softaculous, I have had the same result when installed manually. The WP demo through Softaculous does not have this problem… seems like a permission error?

found the problem? using the Softaculous demo as a guide, at some point when customizing the theme a few default pages (a homepage section, about, blog…) are created. If I create those manually then I can edit as usual.
