Customize WordPress.com page without purchasing premium upgrade

I am new to wordpress.com (and new to web development in general) and most of the “how to” information that I am seeing out there is for wordpress.ORG or for people who have purchased the “custom design.” Is there a way to customize your theme (such as change the font of your menu, center your logo or change the middle background color) without having the custom design feature? I see codes posted everywhere for this, but can you truly use the inspector to change the format (I assume I have to purchase something, but I just want to do this for fun)?

In short: no. You can do some inline formatting on individual posts (and pages), one by one, each and every time, though some codes will not work.
If you are doing it for fun or learning, then you can play with the CSS without charge. The thing is, though, that it will not be visible to the public. Only to you.

This help page will cover a few basics about CSS such as selectors and ordering. (You’ll need the Custom Design upgrade to edit and apply your CSS changes, but you can preview them for free.)

You can do some quasi-customization by making some style edits in the HTML (also known as the the ‘text’ tab) on the post screen. You can also create custom menus and widgets. Other than those options there is not much choice unless you purchase a custom design upgrade or go to WordPress.ORG

Also, FireFox has some good add-ons for experimenting with CSS.
If you are interested in various formatting, borders, position relative, position absolute, and a variety of other inline codes for post by post modification, then this site will be lots of fun:

Some customizing is possible for free – but it depends on the theme – header image, colors for part of the theme (some themes have a selection of pallets for the color) – varies from theme to theme

Inline html coding is not exactly “quasi” anything. It’s just that one must do it post by post / page by page. If one wants to change just one or two things, then it works just fine. The way one writes it is a bit different from how one would write CSS which would accomplish the formatting in one go, but it does certainly allow for lots of customization. -

Some themes even have some fun and probably interesting special widgets and page templates. No single theme is perfect and they are all unique. Did Mr. Rogers really say, “Everyone is special.”???——no, it is: “I think you’re a special person. And I like your ins and outsides. Everybody’s fancy.”
