  I have a large social community, and we would like to offer a blogging program as apart of our services. How can we White Label a WordPress Blog that has minimal features.

  We would like it to be close to a standardized blog for all members with few options.

  Do you offer this service?

  I think what you’re looking for is more along the lines of Buddypress or a multi-blog install from WordPress.ORG instead.

  To do that here, you’d be able to offer free blogs but you’d have no control over the options available.
