  Do I need to upgrade to Premium in order to upload a customized theme?

  You can’t upload customized themes for hosted wordpress.com sites. The only themes that work with hosted wordpress.com sites are here: http://theme.wordpress.com/

  If you need to use a customized theme, you may want to look into a self-hosted wordpress.org install: http://en.support.wordpress.com/com-vs-org/
