Customizer has changed?

My customizer window for wordpress.com site using Arcade theme no longer shows up on the righthand side, it’s on the lefthand side of my screen. But more critically, I don’t see the Logo tool in the site title option anymore. Where did it go

Hi Jill,
Yes, the Customizer has changed and is now on the left of the Appearance → Customize page, like it is on self-hosted WordPress installations. The lighter look-and-feel is also in also inline with the general interface changes in the WordPress.com interface.
Another reason for this change is so that WordPress does not have to maintain two Customizers (one for core and one for WordPress.com). This will allow us to focus more on additional features and improvements.
The Customizer will continue to have adjustments and changes as we go forward and our goal is to make it as intuitive and easy to use as we possible can.
As for your Site Logo, go to Appearance → Customize → Theme and you will be able to add a Site Logo.

Thanks so much for the complete and prompt reply. I confess that I did finally locate the Site Logo tool. Yeah.
Just to confirm what I’m experiencing: In the Arcade theme (and maybe others?), if I do upload something through the Site Logo, it makes the site title disappear, correct?
And also, since we are here (!), what would I put in the CSS if I want to raise the logo up higher on the page?
