Customizing menu bar color

  Hello,
  Ive been trying to customize menu bar on my website through custom css,
  but somehow i have no luck. Can someone help me understand what is happening
  and why wont it change
  my address is teachwiz.net and that transparent sticky header menu shoud be #183054
  and now iz closer to black.

  teachwiz.net is a WordPress.org site hosted by Hetzner, rather than WordPress.com:
