Customizing my site with a new theme without making it live.

I am trying to update my site’s current theme to a new design, however I do not want to publish it/make the changes live until I consult with my team and go back to fix changes. Is there a way that I can save drafts of my new design? I’m assuming the ‘save and activate’ button will publish the site as is. Thanks!

The theme customizer https://en.support.wordpress.com/customizer/ provides a preview function for exactly that purpose ie. so you can view what a theme will appear like prior to changing one.

The preview function @timethief suggested should do what you are looking for. If you make changes to the site and want to show your team before publishing them, you could make a screenshot of the preview:
