  The use of a Custom CSS is feature on available to those who upgrade to the Premium or Business plan as outlined here: https://en.support.wordpress.com/custom-css/.

  However, there are still various options available within your Customizer for customizing your site on the free and Personal plan. If you let me what exactly you are looking to achieve I’d be happy to let you know if there are any solutions available on these plans?
