You can set up email subscriptions here > Appearance > Widgets > Follow Blog Widgets by using this guide > http://en.support.wordpress.com/widgets/follow-blog-widget/
To make a long story short to use Aweber you need to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.ORG install. http://wordpress.org/ There is no upgrade you can purchase that changes this. See WordPress.com vs. WordPress.org: The Differences http://support.wordpress.com/com-vs-org/
If you want to use MailChimp with your WordPress.com site you can do so by creating a link to the signup form on MailChimp. Here’s the info from MailChimp Support http://kb.mailchimp.com/article/how-to-add-a-mailchimp-signup-form-to-your-wordpress-blog
Lastly, there is no newsletter feature at WordPress.com but this article discusses a workaround you can use > http://onecoolsitebloggingtips.com/2010/10/07/wordpress-com-newsletter-subscriptions/

Just you standard Subscribe by email Widget – drag & drop into a Sidebar
Dashboard >> Appearance >> Widgets

Am I allowed to send newsletters and not just new post alerts with the emails supplied on this widget?

No
If you want a “Newsletter” that would need to be a standalone subscription – either a 2nd blog for Newsletter only or use a subscription service like Feedburner

I answered you above.
