Hi there,
I’m not sure if I got it right, so let me know if the following is what you are after :)
From your Dashboard, go to Appearance>Widgets. On the left area of the page there are a number of different widgets to pick – they’re sorted alphabetically.
Scroll down till you see the Text Widget, where you can paste any kind of HTML you want. Drag it on the Sidebar/Footer widget area to start customising it.Please let me know if all is clear and if you need any further assistance – happy to help :)

Hey virtualprofessionnelle!
Unfortunately WordPress.com doesn’t allow plugins for safety reasons. Therefore you are not able to upload and use them here, that’s why you can’t see the feature on your Dashboard.
There are a number of built-in functionalities, though, there are included in the WordPress.com websites automatically. Here’s a list of the main ones.
Depending on the newsletter provider, however, you can still be able to embed the form on your website. If you need any hint about that I’ll be glad to help you!
