Where is the dashboard? It never appears when I log in. All the videos and tutorials always say go to the dashboard but there is no dashboard. What am I missing? Need help please.

You must be logged in under the exact same username that registered the site to be able to access the site. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
Replace NAME_OF_BLOG in that URL with the actual name of your blog.
If you are not logged in under that account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then login correctly under the relevant username account.

Another question:
How do I widen the margins on a previewed web page? When I edit the page, I find the margins are where I want them. Then when I preview the page, the margins have decreased by about 1/2 inch on each side. -

Are you looking at the preview in the pop-up window in the editor? That preview window has three settings: mobile, tablet and desktop. You might be seeing the preview for the tablet view. Click the icon that looks like a computer monitor to see the desktop view, or click the new tab button to view the preview in its own browser tab.

Regarding the dashboard, I have logged out and back in using the appropriate link http://NAME_OF_BLOG.wordpress.com/wp-admin/ for my site. I only have one registration or account so there is no issue of me logging in as another user. Still when I go to My Site the first screen to appear is the stats page with a list of options in the left column. There is no dashboard at the top of the list. I am using version 1.4.0.

Not sure what you mean here. Are you referring to the desktop app?
As your account was only created this year you won’t see a link to the WP-Admin dashboard in My Sites. That dashboard can only be reached by the direct link, http://frbch.wordpress.com/wp-admin/, and cannot be accessed at all from the desktop app, only in a browser.
When viewing the page in preview, I am viewing it in the desktop mode.
So in the pop-up window, correct? The pop-up window shows at a smaller size than your actual monitor, so that preview actually appears as if you’re viewing it on a smaller screen. This means the text area and margins might be narrower, depending on how your theme handles screen resizes.
If you click the new tab icon I highlighted in the screen shot above, the preview will open in a new browser tab at the actual size you’ll view the image when browsing the web.
