Trying to access my dashboard. I get a you need to renew message and that keeps circling. I’m paralyzed.

What are you being told to renew?
When was the upgrade purchased?Which site are you trying to access?
You must be logged in under the exact same username that registered the site to be able to access the site. The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
Replace NAME_OF_BLOG in that URL with the actual name of your blog.
If you are not logged in under the correct username account then clear your browser cache https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache and cookies https://en.support.wordpress.com/browser-issues/#clearing-wordpress-com-cookies and then login correctly under the relevant username account.

You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, renew or cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew. Dashboard > Store > My Upgrades.

Hi there,
I don’t see any upgrades in your account, and the one site in your account, jotwood.wordpress.com, was last updated in 2009 and has never had any upgrades.
What is the site you are trying to access? As @timethief said, you’ll need to be logged into the correct account to access that site.

The site I’m trying to access– and have been successful at accessing for years — is lovingpower.com. One day, to my surprise, WordPress would not let me log in to my dashboard and sends me the message to update –“Database Update Required.” I click on that and it tells me the site is not available.
Actually this is the first time I have seen jotwood.wordpress.com. As I said I have previously logged in to my dashboard with no problems.

Right, lovingpower.com is not a WordPress.com domain or site. That domain is registered with GoDaddy, and hosted with Dreamhost, so you are using the self-hosted version of WordPress, called WordPress.org, on that site.
Given the database error, your best call is to try contacting Dreamhost directly, as they’ll be able to provide you server access to the site to fix the database. For the how part of fixing it, if Dreamhost support can’t help you you will need to ask in the self-hosted forums, here:
