  Don’t worry, you’re not rude at all.

  On wordpress.com you don’t have the option to install any custom plugins. But it already has many other plugins built in. You can learn more about them here -> https://en.support.wordpress.com/plugins/

  But if you still feel the need to install this plugin, maybe you should use wordpress.org. It is very similar to wordpress.com, but it has some other functionalities, installing custom plugins among them.
