My dashboard looks different than all of the tutorials I’ve watched…their dashboards have a lot more options. How can I change that?

The tutorials you’re viewing are likely regarding self-hosted sites running the software from WordPress.org. With self-hosted sites you can use plugins and themes not allowed here on WordPress.com.
To be clear, WordPress.org and WordPress.com are two separate entities. This page helps explain the difference:

I’m using Bluehost though, which should actually make it “self hosted”. How can I switch over to wordpress.org and host the site myself?

WordPress.org doesn’t provide any hosting services. That’s where the WordPress community works on the software together.
Your vegourmeat.com is currently being hosted on WordPress.com, not on BlueHost.
If you want to move your site to BlueHost, you’ll need to setup hosting with BlueHost first, and install the WordPress software on your hosting account.
After that, follow these steps to move your content from WordPress.com to your self-hosted environment:

Once your content is moved over, you can change vegourmeat.com’s name servers to point to your self-hosted site instead of WordPress.com:
