Dashboard buttons piled up

I have started a new blog at http://anysparrow.wordpress.com/
The dashboard does not look right. The buttons are piled up on each other so that, for instance, if I want to click on “Italics”, the image loading page opens up and a whole row of buttons that I can see on my other blogs (but never use) are nearly completely hidden behind others. Also, I cannot edit the permalink, because its “save” button is behind other buttons.
I started this blog a year ago, but never used it until now.

It sounds like you have your monitor set to a very low resolution.
Can you tell me what your monitor resolution is set at?

800 x 600.
It is an old monitor, but I hate to give it up, because we set it up on a special tray to oblige me to sit up straight.
But how come this resolution does not affect my two other dashboards? And has never affected any other web page?

OK, 800×600 is below the minimum wordpress typically supports. Can you switch to 1024 x 768 or would that cause you issues (visibility/readability)? If it does, then do what I outline below.
Go to the post editor page, click on the “screen options” tab at upper right and select “1” column. That is going to force the publish, tags and categories section down below your post text area, but at least the text editor will straighten out for you.

Why it is affecting this blog and it did not affect the others I do not know. I do know that if I do a resize on my browser window using Web Developers Toolkit to 800 x 600, I can see the same issues you describe on all my test blogs.

It looks much neater this way, with just one column, and without all those things hanging down into the text space.
Now I will do the same on my other two dashboards.
