Dashboard is different than what is described in help pages

  I want to edit the categories that I have defined but cannot access the options described on https://en.support.wordpress.com/posts/categories/view-all/

  The blog I need help with is: (visible only to logged in users)

  You need to use the classic dashboard:
  https://turkanpakel.wordpress.com/wp-admin
  and
  https://turkanpakel.wordpress.com/wp-admin/edit-tags.php?taxonomy=category
