Dashboard not working correctly

I already have info setup for my blog. However when I follow your tutorial about setting up the Home Page I follow the instructions. I must admit it doesn’t say whether to save to draft or not in the tutorial. Then I follow the next instruction to set up my blog page. Easily done.
Where I have a problem is when (according to the tutorial) I am suppose to go to Settings>>Reading and scroll until you see “Front page displays,” I am at a loss because there is no “Front page displays” anywhere to be seen.
My thought was to delete everything from WP and start new. When I click on delete site it took me to your support page.
Any Idea why there is no Front page display in Settings?

“Front page displays” is the topmost option in Settings > Reading. But it won’t show when no pages are available. If you created a page and want to set it as your blog front, that page cannot be a draft or a private page: it has to be published and public.
