Dashboard options

  In my wordpress dashboard I don’t see plugins option. In my dashboard as well I don’t see upload themes, which should be under the, “Appearance” option. What do I do?

  These options don’t exist in WordPress.com
  Search the tags plugin & upload themes in the forum.
