dashboard plugins

  I ‘ve installed the page link to plugin as indicated..but when I look in my dashboard I don’t see a list for plugins
  What do I do?…what am I doing wrong
  please help

  Sorry, plugins are not allowed at wordpress.COM for security reasons. Plugins are for self-hosted blogs using the software from wordpress.ORG.
