Can you confirm which site are you referring?
The site we have is blogexportblog.wordpress.com. For this site,
you can manage your Plugins by navigating to MySites->Plugins.
WordPress.com free plan users have built plugins. There is no way to deactivate plugins. Business Plan users have the ability to install external plugins and manage them. You can learn more about it here:Hope this helps, let me know for any further questions.

Hi again,
The list of built in Plugins are automatically managed by WordPress.com. As they are the core plugins, which cover the core features for WordPress.com. If you install external plugins, you can manage them as per your comfort. You can manage the updates and the active/deactivate status as well. You can learn more about it here:

Also, if you can explain further what are you trying to achieve? Which particular plugin would you like to deactivate and for which site? We should be able to help you better.

So I am actually trying to import my site to another provider, but the plugins seem to block that from happening. I am not able to deactivate any of them!
