Is there a way to delete my Blog? I want to create a new one with the same email id.

You cannot use the same email address on multiple accounts so please see Issues Changing your Email Address

It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
1. Make sure your email address is correct here please https://wordpress.com/me/account or update it.
2. Then for your verification email check in your email spam filter and under your “social” tab in your Gmail account please, if you use it. https://en.support.wordpress.com/email-notifications/gmail-issues/

You cannot register any deleted blog URL. Deleting any .wordpress.com blog URL is not easily done and what you ask to do is not possible. One has to ignore at least three warnings stating that deletion is permanent and irreversible and then click a verification link in an email to delete a blog. That’s because deleted blog URLs are not recycled, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago. http://en.support.wordpress.com/recycling-blog-names/
You can register another .wordpress.com blog http://en.support.wordpress.com/register-a-blog/
Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
