Dealing with a Toxic Follower

How do I block a follower who really is starting to seem like a stalker? He doesn’t appear on my Follower list, but I have the confirmation message with his email to say he follows me. I’ve deleted his awful comments before publishing, but wanted a way to ban him permanently.

Hi! So I understand correctly, is this an email follower? You can technically remove followers, though they can still re-follow you:
