debugging recovery mode wont work on anything other than my phone

my site is having debugging issues and sent me a link for recovery mode. it will work on my phone but will not enable recovery mode on my laptop. i already have an account and a functioning website but it will not let me do anything (post, dashboard, anything) on my laptop solely on my phone. i do not want to write long posts on my phone… help me plssss
