Deciding which plan to purchase

  Hi, I’m a web developer unfamiliar with the new WordPress UI. I purchased a personal plan and am unable to add custom CSS or code editor. Which plan should I purchase? I also can’t seem to access root folder for robots.txt. We are planning on having low web traffic for the next 6mos (<1200u/mo) & do not foresee an e-commerce integration being necessary. Let me know which plan will accomplish these goals. Thanks.
